New and renewable Energy
Objectives
– Create a pilot city in energy efficiency and the utilization of new and renewable energy sources (photovoltaic solar, solar thermal, biomass, and wind energy)
– Preserve fossil fuels by promoting the use of non-polluting energy sources to protect the environment and combat global warming through reduced greenhouse gas emissions
– Promote the use of technologies related to these energies, diversify energy sources through sector development, ensure a stable energy supply, and implement environmentally-friendly energy infrastructure
– Support the achievement of national territorial planning and sustainable development objectives through the widespread adoption of new and renewable energies
– New and renewable energies are useful forms of energy derived either from fossil fuels or from renewable sources such as the sun, water, wind, geothermal heat, and biomass.
– Renewable energies: solar thermal and photovoltaic, biomass, wind, hydroelectric, marine energy, waste-to-energy conversion, and geothermal energy.
– New energies: fuel cells, liquefied coal, gasified coal, hydrogen, and nuclear energy.
– New renewable energies are considered the energy sources of the future, with virtually inexhaustible reserves.
Selection of New and Renewable Energies
– Five priority renewable energy sectors have been identified for Algeria under SNAT 2025. Among them, solar and wind energy, combined with natural gas, will be utilized at the new hybrid power plant in Boughezoul.
– National priority actions have been defined for each energy sector and will be implemented in Boughezoul.

Current Status of Solar and Wind Energy Potential
The site of the new city benefits from 3,000 hours of sunlight and a potential energy yield of approximately 1,900 kWh per year.
Wind speeds in the Hauts Plateaux are greater than or equal to 3 m/s, with durations exceeding 4,000 hours per year.
The new city site possesses proven potential in solar and wind energy resources, which will be integrated into the urban development project.
Measures for the Exploitation of New and Renewable Energies in Boughezoul
– Achieve the target of 10% of the national energy balance from renewable energy by 2020
– Creation of an Innovation Center
– Establish an innovation center for new and renewable energy within the New and Renewable Energy Complex to define policy reference elements and manage integrated energy systems.
– Develop an innovative strategy for promoting new and renewable energies based on precise data analysis and scientific research results.
– Set up support services and human resource development programs to implement this strategy effectively.
Implementation of a Hybrid Solar–Wind Power Plant
– A hybrid solar–wind power plant is planned to the east of the new city, covering an area of approximately 45 hectares.
– The project’s location may be subject to negotiation with key stakeholders.
